Zoning applications for review:

ZON 26-11-7328 & 7348 Hayden Run Road, part of Brown Township and the City of Columbus:

  • Rezoning plans are not consistent with the dimensions approved by Franklin County Engineering Office
  • Proposed uses of property space include self-storage and office, five one- to two-story buildings, and a 6-foot-high fence along the right-of-way
  • Technical Review Committees included Brown Township and Franklin County Economic Development and Planning; they express no concerns with use of space

           Questions:

  • Ashley Hoye asked about drainage concerns, explaining the plans were initially submitted for underground storage without discharge but contained no measurements, stormwater management plan, etc. to not cause damage to nearby properties, along with inquiries about water, wells and septic systems on nearby properties.
  • The property representative (name could not be heard) said the intended water system would be a static tank monitored and maintained regularly due to no discharge; they also want to propose a septic system to allow at least one bathroom on the property.
  • Arion Owens asked how the upcoming election in Brown Township may impact the plans that are up for approval.
  • After discussion, commission members agreed that, while Franklin currently has authority to approve or deny zoning plans, if Brown Township residents vote to take over their own zoning, the current application would be exempt and applicants would need to repeat the process.
  • Hoye asked whether or not owners of nearby property were notified, and one of the staff members (couldn’t see who was talking) clarified that property owners were notified according to the ORC notification requirement
  • Cheney expressed concerns over future plans for property and business in the area. “Columbus will jam apartments directly to the west,” he said.

A staff member said Brown Township requested via email to postpone the hearing.

Applicant representative Jack Reynolds spoke.

  • Security/fencing is sufficient, and, to his understanding, the sightline survey was approved
  • He said residents have discussed the plans, understand them, and approve. He said he has not heard any objections.
  • He gave more details about the layout. He said 3.27 acres with 5 buildings is typical for self-storage properties similar to this one here in Ohio.

Yes votes:

Hoye, Blechschmidt, Owens, Bennett

No votes:

Mitchell, Chaney

Mitchell and Chaney were asked to explain why they voted no so the information could be passed on to the Rural Zoning Commission.

Chaney said the commission can reach out directly with direct questions. He said his vote was based on the information presented during the meeting.

Jeff 26-07: 7945 Clark State Road, Jefferson Township – rezoning from countryside suburban residential (CSR) to restricted suburban residential (RSR)

  •  Would allow overall lot split by property owners
  •  Ten-acre lot was reduced with the addition of a right-of-way
  •  Current rezoning requires lots be 10 acres minimum to be split
  •  Technical Review Committee (Franklin County Engineering Office) only concerned with compliance of driveway conditions being met

Representative for applicant, Charles McCroskey  was called to the podium by Chaney.

McKrosky went over the plans.

      Questions:

Hoye said that she wanted to clarify that only one lot split is being requested, resulting in two 3.6- to 3.8-acre lots.

No questions

Yes votes: Unanimous

Meeting adjourned.
